Fannie Mae just rewrote its reserve funding rules, and the clock’s already running. In March 2026, Fannie Mae ended its easy-review option for established buildings. Every loan in a building with over 10 units now gets full underwriting scrutiny, and any reserve study a board leans on has to be recent and reflect the highest recommended funding amount, not a watered-down baseline.

On January 4, 2027, the real hit lands: minimum reserve contributions jump from 10% to 15% of annual assessment income. Miss that with no study to back you up, and Fannie Mae can mark your building "Unavailable" — no conventional financing for anyone trying to buy in.
That 10% to 15% jump is a 50% increase in what boards set aside. This will have to be funded through higher dues, trimmed operating costs, or a fresh reserve study. Boards that adjust now can spread the increase out. Boards that wait until January will be making emergency decisions in real time. This is a fall 2026 problem wearing a January 2027 deadline, and buildings that treat it as next year's issue will be left out in the cold when it actually gets cold.
If you're buying or selling in Center City right now, ask before you get attached: what's the building's current reserve allocation, and when was the last reserve study done? A building at the old 10% with no updated study is a red flag for financing.
Sellers and boards: a building that loses warrantable status loses buyers fast, since the cash-only pool is small. If you're on a board or own in a building that hasn't addressed this, don't wait for a mortgage company to bring it up first.
